Platform Hermosa, an offshore oil and natural gas drilling rig operated by Plains Exploration & Production Co., stands in the Point Arguello field of the Santa Maria Basin off the coast of California, U.S., on Thursday, Feb. 25, 2010. Plains Exploration & Production Co. is seeking approval to tap petroleum deposits off California's coast as part of the Tranquillon Ridge project, whereby Plains would slant drill from its nearby Irene platform into federal waters.
