Uncollected rubbish sits near Averno lake and Lucrino, a little village inside Campi Flegrei, a Campania region tourist attraction, near Naples on March 7, 2008. The governor of Naples's Campania region Antonio Bassolino and 27 others face charges of fraud and abuse of power in connection with the rubbish crisis. The latest crisis hit the region's dysfunctional waste disposal system in late December when landfill sites reached capacity. Some 350,000 tonnes of uncollected garbage had accumulated in the region by the end of January. Since 1994, several dumps infiltrated by the local Camorra mafia have been closed and companies investigated, though none has been convicted. The mafia makes a lucrative business out of subverting waste-handling procedures and shipping in industrial waste from the north.
