Vacant land is at a premium on Tarawa atoll, capital of the vast archipelago nation of Kiribati 11 September 2001, which has offered to accept some of 670 mainly Afghan refugees bound for neighbouring Nauru. Nauru is largely unprepared to accommodate some 521 refugees currently onboard the Australian troop carrier "Manoora". Another 150 refugees onboard will be flown directly to New Zealand.
