Speaker Ryan continues remarks on comprehensive tax reform bill

House Speaker Paul Ryan of Wisconsin participates in debate on the Tax Cuts and Jobs Act, saying that the complicated tax system was skewed to people who were wealthy, well contact connected and could afford all the tax lawyers and accounts and navigated to get a good deal, but Republicans would take those loopholes away and make it fair for everybody. Ryan discusses how the United States taxes its businesses, that reform would make America the most competitive place in the world, whereas it then at the highest corporate tax rate in the industrialized world, that Johnson Controls of Wisconsin had become an Irish company facing a tax rate of 12.5 percent, that foreign companies were buying United States companies because it was cheaper, that instead of being the worst in the pack, Republicans would leapfrog America by bringing the tax rate down by 20 percent.
