House Speaker Paul Ryan of Wisconsin tells reporters begins a weekly briefing a day after announcing his retirement from Congress, saying it is one of the best economic environments in years, a record of 6.3 million job openings but the right incentives must be in place to make sure it pays to work, what the Republican workforce development agenda is all about and that a fiscal 2018 omnibus funding bill prioritizes apprenticeship programs, childcare and Early Head Start making it easier for parents to look for work.
